Mr Randall came under fire during the election campaign after making comments that the coalition would possibly have to change its pre-election commitments because the "circumstances may have changed or the finances – in the case of both state and federal governments – have been eroded".
Mr Abbott said Mr Randall had made a mistake following the comments.
However Mr Randall believes the comments did not affect the decision because they were his own personal opinions.
“Of course I would have preferred to be a Parliamentary Secretary in Government however I understand the huge range of choices Tony Abbott has and his wish to re-make an Abbott Government in his own form,” Mr Randall said.
“I am entitled to be disappointed but I’m not surprised.
“There are many highly talented new Members.”
Mr Randall said he was happy to serve in any capacity and had been offered a role in Parliament as Chair of an important Standing Committee and said he would be “delighted to take up a position such as that”.
Mr Randall is now able to put more focus on his Canning electorate.
“By not having duties in the executive it allows me to concentrate on working for the people of Canning.”
Mr Abbott has received some criticism over his cabinet which includes just one woman; the lowest number since 2001.
